Then tough urban kids picked up the coat at army-navies and added gold medallions and sneakers, and rapsters like Run-D.M.C. and the Beastie Boys took the look from Forty-second Street to MTV. Then fashion honchos took it to the runway. Chic, yes, but this blizzard-wear is made for the Upper East Side or Aspen.
